Councillor Benedicta Van Minnen: Prepared for Weekly NHW Meeting

1)            Mayors statement on the issue of Sanitation

There has been much in the news this week about this issue. Please find the statement attached.

2)            Summary of City law enforcement agencies

Traffic Services
On Sunday 9 June 2013 Traffic Officers held an operation focusing on motorcycle safety in the Gordon’s Bay area. Two suspects were arrested – one for reckless and negligent driving and the other for drunk driving. The highest breathalyser test registered at 0,99mg.
A total of 149 tickets were issued for various traffic-related offences. Of these, 82 were for speeding offences on Faure Marine Drive between Acacia and Broadlands, with the highest speed recorded at 100km/h in a 60km/h zone. Another six speeding tickets were issued on Gordon’s Bay Road between Protea Road and Beach Road, with the highest speed recorded at 122km/h in a 60km/h zone.
Operations on Friday evening, 7 June 2013, were almost completely washed out due to the rain. Traffic Services were unable to deploy the speed teams, but the Highway Ghost Squad managed to arrest two drunk drivers and one suspect for reckless and negligent driving. The highest breathalyser reading was 0,83mg of alcohol per 1 000ml of breath – three times the legal limit. Due to the inclement weather, the regular nightspots in the area were relatively quiet.
During an operation on the N2 between Mew Way and the Airport Approach Road on Friday afternoon, officers charged 25 drivers for stopping on a freeway. Six suspects were arrested for outstanding warrants with 24 warrants served, while another five motorists were warned for stopping on a freeway. In addition, 38 tickets for various traffic-related offences were issued.
Ghost Squad
A motorcyclist was arrested by members of the Ghost Squad for reckless and negligent driving after he was caught traveling at 122km/h in a 60km/h zone. He claimed he was trying to catch up with his friends who were in front of him.
Another driver was arrested on the N2 in Somerset West by the Highway Ghost Squad for drunk driving. A breathalyser test showed that he was four times over the legal blood-alcohol limit.
Law Enforcement
The Rent-a-cops are continuing with their good work and Law Enforcement is working well with other organisations like HCW in dealing with issues around bin-scratchers.
Liquor Enforcement Unit
On Friday 7 June 2013, the City’s Liquor Enforcement Unit held several operations across the city –including the suburbs of Sea Point, central Cape Town, Table View, Hout Bay and Parow. The Unit focused on night club contraventions and inspected 30 night clubs, issuing seven written warnings and fines to the value of R4 100, 00.
The Unit will continue to address the issues raised by the various communities with regard to liquor establishments situated in both residential and business areas – especially those establishments that have a negative influence on the communities.
Metro Police
Metro Police Officers arrested 29 suspects for driving under the influence of alcohol, possession of illegal narcotics, and robbery-related offences, during patrols and operations across the city this weekend.
On Sunday morning, 9 June 2013, a drunk driver was arrested on Vanguard Drive by members of the Metro Police Camera Response Unit (CRU); while another motorist who was involved in an accident on the M5 close to Wynberg was arrested for driving under the influence of alcohol.
On Saturday 8 June 2013 seven motorists were arrested in Table View for driving under the influence of alcohol, during a joint operation between members of the Metro Police and the local South African Police Services. One of the drunk drivers was also arrested for reckless and negligent driving. Another eight motorists were arrested for the same offence during patrols in Mamre, Goodwood, Parow, Bellville, Bonteheuwel and Ravensmead.

3) Winter Knights
This is just a reminder to please spread the word regarding the upcoming Winter Knights project run by the Round Tablers from Somerset West 31.

Last year they managed to donate more than 3 bakkie loads of clothing and food the Somerset West Night shelter thanks to all the local support they received.
I am sure the collected clothing and food this year will find similar worthy recipients in Somerset West.

The Winter Knights will be held on the 21st of June 2013 at the car park at Manukas, from 18h00.

Please feel free to support and to spread the word. You are also invited by the Round Table Club Chair, Herman Koegelenberg, to come and say hello during the course of the evening.

Last year was extremely well supported and instead of giving directly to street people the City appeals to residents to GIVE RESPONSIBLY and thus to make use of this kind of opportunity to give donations to responsible organizations who will donate the goods to charity.

4) Reporting to the City of Cape Town
I have had several queries from people as to why when they have to report a problem they have to phone a call center in Cape Town.
The City has a population of over 4 million residents and the most efficient way to ensure delivery and timeous repairs is by using a centralized reporting system which maximizes contact and communication between departments and staff. Accordingly there is a central reporting hub which generates a reference number which is used to track the complaint.
Herewith the contact details for the reporting center:
